It was a gamble but worth a try. Remember, there is only 1 Vamp left. Real villagers would have felt empowered by their PM, while the Vamp would obviously think it some kind of trap and maybe we could read something into their behaviour.

Didn't Mommy/Argonaut/whoever try a similar thing at the start of AYAW?, and got nowhere with it?

(that might've been because there weren't actually any werewolves, but still...)

He did, yes. Ok, you are right, it was a crazy plan, what more do you want me to say? It just might have paid dividends had Zellery not blown it wide open.
