It's totally up to you. If you count DLC as part of your budget then do so, but the only real rules are set by yourself.

Myself, I only count MS points or PSN cards as part of my budget, the DLC/content I use them on are then not counted toward my end budget.

If it's not too late, please add me to the list. I'll stick with my budget of £500, despite having started playing WOW which will cost me around £100 in subscription fees alone. I also fear I may buy a 3DS on launch.
